If voucher funds could be used to purchase homes, initially on a rent to own basis, then if the family meets appropriate and reasonable requirements the voucher can be used along with a Land Contract to purchase the home over time. The CHA should invest money in purchasing single family homes that are in foreclosure or have been foreclosed on and use thes homes as starter homes for people with vouchers. The fmaily should be allowed to purches these homes through the CHA self-sufficiency program. Using vouvher funds for the up keep of the property insteat of helping landlords get rich off these funds.
