Work with the Center for Substance Abuse Prevention National Advisory Council and the Illinois African American Coalition for Prevention to identify and develop a Communities that Care Model for traditional public housing communities, with specific youth development and social integration strategies for at risk/high risk adolescents between the ages of 13-17.

Parents whose kids are not going to school should lose their subsidies. Clearly they aren't motivated on their own, so this is an opportunity to put some real incentive on them to get those kids to class.
